AI Chatbots Deliver ‘Unreliable and Biased’ Voting Advice, States Netherlands Regulator

AI assistants are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just over a week before the country’s general election.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots tested by the authority “often end up with the same two parties”, regardless of the user’s question or command, the watchdog explained in a report released ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query exactly matches the stances of these parties, the report pointed out.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The deputy head of the AP, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that might not correspond to their political views, she added.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and hard to confirm.”

Voting Background and Party Dynamics

The Dutch head to the polls on October 29 in an election that will be keenly observed around Europe for the performance of the Freedom party.

The right-leaning group of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.

Every significant political faction have rejected a coalition with the Freedom party, meaning the runner-up party is highly probable to supply the future head of government.

Inadvertent Prejudice Attributed to Chatbot Functioning

The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
